While it is indeed a crime to notify emergency services of a fake emergency, there is no law against telling an independant third party such a thing (unless intended to create public havoc, such as yelling fire in a crowded theater, but intent is key there). If anyone is to be held accountable for a fake call, it would be Blizzard. Not that they shouldn't notify someone, that is the proper step to take and I doubt anyone would prosecute them.
