That seems… excessive." On the upside, a few years ago, conuries used to be the one big item that Dreamhost would zing people with for overages, at least that spectre isn't hanging over you. I had a similar issue with a phpbb forum, I posted on the phpbb support forums about the excessive conuery issue, and another dreamhost user showed me a quick hack to get query requests to share a persistant connection.
