    That’s actually from the “A Death In The Family” storyline that ended with the death of Jason Todd, the second Robin. After planting a bomb that ices Robin, Joker meets Ayatollah Khomeini, who gives him an Iranian government job. Batman almost can’t get close to Joker because of his diplomatic immunity (an idea Jim Starlin likely lifted from Doctor Doom, who was created with the idea of a supervillain having it in mind), and the whole deal ends with an exploding plane that should have killed Joker but he mysteriously escapes (a device that’s been used about a bazillion times.)
